You draw the outline and fill it in with your own color choices.

Open a new 200 X 200 Transparent Image. This will give you plenty of room to work Outline color - Black #000000

Inverted Drop Shadow Settings
Selections>Select All>Invert
Apply the Inverted Drop Shadow
Vertical and Horizontal 0
Opacity 100
Blur 20
