These
tuts were written for Paint Shop Pro versions 7 and 8 but can be
applied to later versions provided you know your way around PSP pretty
good. The tools you use might look a bit different or in different
locations, but otherwise work the same.

This has only 2
layers. Very easy.
You decide on the colors of your tree.
Right click and save the star and tree template to your hardrive.
Open them in PSP. Remove
the backgrounds.
Selections>Float
Flood Fill with color or your choice
Perhaps you want to apply a Super Blade Pro Preset
I got the silver preset I used for my example at http://mardiweb.com/web/bladepro/bladepro.htm
Defloat
Repeat the above process for the star.
Increase the Canvas size to accommodate the star on the tree image.
Copy/Paste star as a new layer.
Merge visible, add a drop shadow if desired and you are done!
