Board Meeting Minutes

Sept 8, 2009

 

The Sheffield Village Board met Monday, September 8, 2009 at the Sheffield Community Center. 

 

Present: Mayor Rosenow, Trustees Bromme, Barton, Ries, Cernovich, Bertetto, and K VanderMeersch. Treasurer Cranford, and Clerk Stier.

 

The minutes from the Aug 17, 2009 meeting were read and approved, with name correction from Larry to Frank Madsen.

 

Board approved

  • bills and treasurers report
  • to put employee Harry Petersen on the health insurance policy
  • award of downtown sidewalk work to Mark Jones
  • purchasing of a Stihl pole saw from B & B Lawn Equipment
  • abolishing pay to the Trustees for attending committee meetings

 

Committee meetings scheduled:

  • None scheduled

 

Keith VanderMeersch was sworn as a trustee in to fill out the remainder of the Robert VanderMeersch term.

 

Bureau Valley Superintendent Terry Gutshall addressed the board on the status of the Sheffield school building.  The Village Board has until December 2009 School board meeting to respond to the school district as to whether the village wants to take possession of the building.  Gutshall cannot speak for the Board as far as demolishing the building and personally he is opposed to selling the building publically.  There has been some recent vandalism to the school and the playground equipment.  Gutshall will remove the wooden playground equipment, as it is deteriorating and will speak to the board about giving the metal equipment to the village.  Mayor asked the trustees to bring ideas back to the board.

 

Ben Wilson of NCICG addressed the board on qualifying to receive grant funds thru the Illinois Community Development Assistance Program (CDAP).  The village would have to do a community income survey and prove that the project would benefit a minimum of 51% low to moderate income persons.  The survey would be good for 5 years.  There are different ways to conduct the survey, but he felt the best way was to go house to house rather than mailing the surveys out.  To meet the November deadline the survey needs to be done quickly.  No action was taken by the board at this time.

 

Mayor Rosenow stated he had talked with Hagerman Construction about replacing the west end door, as it is rusting out at the bottom.  Hagerman will give him prices.  Hagerman will start roofing the community center within the next couple of weeks and will finish no later than the middle of October.

 

The Board instructed the Mayor to give Camey Construction a deadline of the end of September to put the metal siding on the storage building in the alley.

 

It was noted that the employees have been having a hard time keeping the cemetery in the good shape due to all the rain this summer.  They hope to have it in better condition by the end of September.

 

 

Finance/Band Committee –

·         Approved putting Harry Petersen on the insurance policy.

 

Ordinance/Resolutions Committee –

·         Rosenow stated that the board need to look at a law passed by the state (signed by the Gov in Aug) that ATV’s, 4-wheelers and golf carts can be operated on streets posted at 30mph or less by a licensed driver and must have a windshield and lights.

·         People are burning “green” garden items, resulting in smoldering fires.  Clerk is to put a notice in the paper reminding people that burn barrels are for paper products only – no plastics, rubber, etc.

 

Complaint Committee –

·         Trustee Bertetto will bring prices on contracting with the county animal control officer on dogs running at large.  If anyone has a complaint concerning dogs, they must contact Officer Todd Marquez and be willing to sign a complaint.

·         There are a couple of places that the residents are feeding an unusually high numbers of cats.  Clerk suggested that Nancy Bland from the Tri-County Humane Society be called to talk with those residents.

·         Trustee Cernovich question the Mayor as to why Officer Marquez did not have the car towed on south Farnham Street.  The Mayor will talk with Marquez.

 

Police Committee –

·         Trustees questioned the Mayor as to when the police will be moved to the community center.  Mayor felt that the one room should be left open to be used for additional space for those renting the community center.  Board stated that they made the motion to move the police department to the community center and that it needed to be done.

·         Mayor is waiting for papers from the lawyer on the judgment orders from the Larry Williams court case.

 

Streets and alleys Committee –

·         Voted to have Mark Jones replace the sidewalk on the east side of Main St  at a bided price of $5925.00

·         The village employees hope get the “Jake” breaking signs up this week.

 

Other –

·         Voted not to pay trustees to attend committee meetings.

·         A trustee noted that the Chestnut St Inn had a wedding on Labor Day and the music was going until 11pm.  Felt that this might have to be addressed in the future if it became a regular occurrence. 

 

The next board meeting will be held on Monday, September 21, 2009 at the Sheffield Community Center.
