Board Meeting Minutes
Dec 8, 2009
The
Sheffield Village Board met Monday, December 8, 2009 at the Sheffield Community
Center.
Present:
Mayor Rosenow, Trustees Bromme, Barton, Ries, Cernovich, Bertetto, and VanderMeersch.
Treasurer Cranford and Clerk Stier. Engineer Jeff
Snyder
Board
approved
- minutes from the Nov 16,
2009 meeting with correction of changing the hiring of Luke Lanxon from
the end of the month to the end of the pay period.
- bills and
treasurers report
- to lay off Harry
Petersen and to continue paying for his health care until spring
Committee
meetings scheduled:
Engineer
- Engineer Jeff
Snyder reported on the proposed infrastructure projects and the
engineering services. There was a
Board census of agreement to go ahead with the engineering projects. A formal vote will be held at the next
meeting.
Buildings
and Grounds -
- Mayor Rosenow
noted that he had delivered the letter to the Bureau Valley School
District.
- Rosenow will
take a couple of pictures of the Parsons building and will file the
appropriate papers to have it removed from the tax roll.
- Trustee
Cernovich questioned as to whether the village attorney had contacted
Rosenow on the status of the Williams properties, as they may be in
contempt of court for not having completed the repairs by the date set by
the agreement.
Cemetery
Finance/Band
- Wilcoxson and
Associates, village auditors, will be at the next meeting.
Ordinance
and Resolutions
- The auditors
will have the tax levy ordinance.
The tax abatement ordinance pertaining to abating the 1996
alternate revenue bond will need to be passed at the next meeting. Both ordinances need to be filed with
the county by the last Tuesday of the December.
Complaint
- There have been
complaints of cat colonies within the village. Nothing can be done, unless there is a
local ordinance. Some communities
have ordinances that cats have to be on a leash or they are considered to
be strays. Letters will be written
to some residents expressing the health hazards of having too many cats
and that they need to be kept contained.
A notice will be put in The Focus encouraging citizens NOT to feed
feral/stray cats.
Police
- Police report
was passed out.
Streets
and Alleys
- Trustee Bromme
commended the village crew on cleaning the leaves from downtown and other
parts of town.

Personnel

- Superintendent
Porter recommended to lay-off employee Petersen until spring. There is no need for 3 full time
employees during the winter months and Petersen is in approval. Board made the motion to lay Petersen
off until spring and to continue to pay for his health insurance during
the lay-off. (Barton, VanderMeersch,
Bertetto voted aye, Ries, Cernovich voted nay, Bromme abstained). Porter will continue to use Luke Lanxon
on a part-time basis during the winter months.
The
next board meeting will be held on Monday, December 21, 2009 at the Sheffield
Community Center.
