To all unto whom these presents may come, Greeting and the King’s Peace!
Be it known unto you all that
Whereas under the terms of the Stewardship Act of 7527 (II Acts of the Council-General
2) the Lords Great Steward of the Kingdoms of Gondor and Arnor are empowered
to create Great Officers of State and Whereas under the terms of the Precedency
Enabling Act of 7543 (XVIII Acts of the Council General 1) the said Lords
Great Steward are authorized to issue from time to time binding tables of precedency
for His August Majestie’s realms and Whereas I have as Lord Great Chamberlain
of these same Kingdoms observed from time to time the duties of the Mistress
of the Robes to be as onerous as those of the other chief officers of His August
Majestie’s Household and Whereas those other chief officers of the Household
are Great Officers of State and Whereas I am desirous moreover to recognize
the long and faithful service of the Most High, Noble, and Potent Princess Elizabeth,
Duchess of Belfalas, in the aforesaid capacity of Mistress of the Robes, amongst
her other cares as a High Minister of these Kingdoms:
Now therefore I, Eugene, Duke of Minhiriath, Lord Great Steward and Lord Great Chamberlain of the Kingdoms of Gondor and Arnor, by my undoubted authority hereinbefore recited, do and do now by these presents create promote and designate the office of Mistress of the Robes to be a Great Office of State of the Kingdoms of Gondor and Arnor, and
I direct in accordance with the current precedence amongst the Great Officers of State that the holders of the said Great Office shall take precedence immediately after the Lady Steward of the Household when both are of the same rank of the peerage and I vest the said Great Office of Mistress of the Robes in the Dukedom of Belfalas to be held by Her Grace the Duchess of Belfalas and her heirs and successors in that most noble peerage Until the King Return.
In witness whereof I have hereunto set my hand. Given at Minhiriath Manor this sixteenth day of the month of Cerveth in the Seven Thousand Five Hundred and Fifty-fourth year of the Fourth Age, being the Fourth of my Stewardship.
