The White Witch is one of the most cunning and powerful awnshegh in Cerilia.  She seeks total 
domination of the Rjurik lands.  From her growing base in the Highlands, she seeks to control 
merchamtile activity, subvert the authority of legitimate rulers, and disrupt the power of the druids.
Her agents are subtle and devious. They know that they can only operate as long as their true
purpose is unknown.  They do not give themselves away, but rather seek to take what already 
severs the general interest of the White Witch and make sure that it can consistently and specifically 
serve the White Witch.
